Situation

  • Montrose was contracted to independently review UNICEF’s Myanmar’s Child Friendly School and Language Enrichment Programmes, which began in 2001.
  • The projects were made up of a number of in-service teacher training programmes focused on strengthening rights-based child-friendly pedagogy and increasing student learning.

Solution

  • The review evaluated the effectiveness of the Child Friendly School initiatives.
  • Additionally, the review will help harmonise the Ministry of Education’s future in-service teacher training content and modalities into a “minimum content/package” of in-service teacher training in line with the Teacher Competency Framework that was under development at this time.

Impact

  • Since this review, Myanmar’s political and educational context has changed significantly, and has included the development of a Teacher Competency Standards Framework, the passing of the National Education Law of 2014, and the Ministry of Education’s publication of the National Education Strategic Plan (NESP) 2016-2021.
